Rock Kestrel
I believe this is a female based on its multiple dark tail bands. Males are similar but have a single band. Often considered a race of the Common (Eurasian) Kestrel, this bird is now recognized as a separate species based on genetic distinctiveness and reduced sexual dimorphism. As in most birds of prey, the male averages smaller than the female. This is sometimes called "reverse sexual size dimorphism," a phrase which strikes me as biased in its assumption that males should be larger.
